Request for Proposals for the Lease and/or Purchase of Property at Depot Park for the Construction and Operation of a MUSEUM

Notice is given that the City of Gainesville, Florida, and the Gainesville Community Redevelopment Agency (CRA) are inviting proposals for the disposition and development of an approximately 2.155 acre site located within the City-owned property known as Depot Park for development and operation of a museum, art gallery, and gardens of an educational or cultural interest that is open to the general public. The site is located at approximately 900 South Main Street, south of the intersection of South Main Street and Depot Avenue. The site and surrounding property east of South Main Street are part of the Depot Park, a City and CRA redevelopment strategic initiative that has as its primary objectives the transformation of the Downtown Redevelopment Area.  The site is currently part of an environmental remediation site under certain scheduled improvements by the City under a consent order with the Florida Department of Environmental Protection. The CRA may provide reimbursement, subject to the availability of tax increment financing and CRA board approval, for expenditures toward site improvements performed on the property, excluding building or structure related expenses.  Site improvements may include but not be limited to utilities, grading, paving, drainage facilities, bicycle amenities, lighting and multi-modal facilities. Reimbursement for these expenses is contingent on receiving a Certificate of Completion from the City of Gainesville.

Proposers should indicate a) the intended use of the site; b) how the proposal furthers the objectives of the Downtown Redevelopment Plan; c) how the proposer is interested in acquiring the property and on what terms; d) financial statement showing the budgets for construction and operating costs and financing sources; and e) if applicable, request for reimbursement for site improvements.  Preference will be given to proposers who demonstrate the ability to develop and manage successful museum operations, a plan for developing the museum and site, and the financial and legal ability to carry out their proposal.

Proposal responses must be received by the Gainesville CRA by Monday June 10, 2013 at 3:00 p.m. (Eastern Standard Time). All proposals should be no greater than ten (10) pages in length and delivered to the CRA office located at 802 NW 5th Avenue, Suite 200, Gainesville, Florida 32601. Office hours are 7:00 am until 6:00 pm, Monday through Thursday.
